Dog Tag identification and meaning

I found this dog tag at a homesite in Georgia. what do the different numbers/letters mean? Any way to use the serial number to identify the person?

I really don't know, but was under the impression that Service Numbers were issued "in block" (like telephone prefix numbers) to various lnduction centers.
