Thats no watch fob... it looks like one because of the slotted opening - but that's all. IMO It probebly did attach to a leather strap at one time...

Key will be discovering what the initials stand for.

It is a Dog Tax Tag. The D.T.P stands for Dog Tax Paid. It can be found on other dog tax tags from other locations either spelled out or initialed but it is not common. Here is a pic of one from PA. with it spelled out and another with the D.T.P. initialed.
