Doublechecking - Civilian correct?

Found this while trying to locate a gold crown lost by a lady that contacted me to try to help. Well my buddy found her crown and she was a happy camper. I found this button in the yard an assumed it was just a coat button but wanted to double check with the experts.

I don't know much about buttons at all but my guess is civilian. steel backed and only 12 stars

the back of that button should date it to around WWII time frame or slightly under..
