Definitely looks like a kepi button but why is the shank on the front? I know some buttons have cool designs on the back but that's literally a kept button with the shank on the front. It's a odd find to say the least.
 
You see these pop up occasionally and from what I've gathered, they were just put into later civilian use and that's why the button was reversed. Just what I heard though, so I have no factual proof of that.

I found the same button a couple years ago and was told the same thing.
 
Looks a lot like the Excelsior NY Militia button in my signature. Found three of them last year. The eagle is the same for sure:

It looks like an early Navy button to me with the anchor in the shield. 1820s maybe.
