Early militia or patriotic button?

Found this beautiful button at 1800 house site. Would this be military or possibly a Jacksonian patriotic button?

Looks like American Navy officer's button, 1810's to 1830's, but the stars are missing. The ones I have seen are surrounded by 13 stars.
