electralosis help

I can't find the forum with the guy who made the electralosis machine out of a coffee can. Maybe someone here can help. He had 2 stainless steel bolts sticking from the inside out. If you hook a aligator clip to one, what is the purpose of the other one?

you clip one end to coin or object your cleaning
the other to the bolt that is submerged in the solution
