Error one dollar bill?

Hey guys,
Not sure if this one is an error one dollar bill. The top and bottom look like being cut or being tear by someone from an uncut one dollar bill sheet. Any opinion will be appreciated.

Until a member pipes in - I know you can (or could) buy sheets of money - maybe someone attempted to cut the sheet to actually use the bills and wasn't to neat about it?
