Can’t clearly see the type of clasp on the back but you can be sure that it dates to the earlier part of the period you listed above.

What about some type of floral arangement ? A bent rod could go throught the loop on tthe back side of the tip of the flag

Can’t clearly see the type of clasp on the back but you can be sure that it dates to the earlier part of the period you listed above.
I don’t see the country of origin marked on it. So that should mean it predates the tariff act of 1930.
