As for the fire-starter it's a tough call, but it may certainly have been use one. The water on the preform/knife sure does make it stand out. Neat Finds!

Sure looks like the top part of a "bow drill" to me, we have used them to drill holes in beads, etc and it could also be used as a palm hold for the top of a fire starting bow as well.
