Found a worn out sign

I found this at an unexpected location. I had to endure a lot of rain because my weather app up and lied to me. But, finding the sign and some broken points made it worth it in the end. I will defiently have to keep an eye out now for anything else like this here. Good to know!

"SHIPBELT" is a surname....

I'm going to guess that the upper two words are "WAR SERVICE" and the lower word is "SHIPBLDG" or "SHIPBLDR" as an abbreviation for "SHIPBUILDING / SHIPBUILDER", but I don't know what the small "A" might be for.

Signs with that message were used during WWII in America (and Britain) as a proud declaration that the company was engaged in important work for the war effort. Similar messages were included on badges worn by civilian employees of such companies, both as a matter of pride, and to protect them from criticism that they weren't actively engaged in military service. Like this American badge:
