It’s a button that was once on an old hat

It's spelled "cockade". Strictly speaking it's a piece of cloth or ribbon, usually folded into a circular rosette shape, attached to a military hat for identification of rank, regiment or allegiance. It may have a button at the centre to affix it and occasionally was also worn on the lapel.
