My first thought(s), as "NHbenz & Montana Jim" suggest, would be water-related.
Now I'm wondering if that might be some type of wood-working bunisher or leather-working tool ??? ???

Just my thoughts. . . (guess)

hmmm yes maybe a leather worker....would explain the wear on only one side. or maybe it was a early coin digger that sprayed water through it to wash the dirt away as you dug! then a flame through it to dry it lol ......keep trying ..im counting on everyone here...its driving me nuts.

Maybe a vintage foot pedal for organ, wheelchair, trash container, or adjustable bed?

Looks like head off of long handled shoe horn, so old timers don't have to bend down to put shoes on ;D.

I don't know if they make them anymore, but, I used to have a professional dough mixer, with a spoon paddle that attached to the bottom, for stiff doughs - it looked very similar to what you have. (it screwed onto the mixer shaft at the bottom),

I couldnt find a brass paddle that looked like his but I like the idea. This is what todays paddles look like. The attachment end looks similar. paddle mixer.webp
Maybe a patent search?

Yea, like that, but ours did not have the holes in it, it looked much more like the topic picture.

Though, that foot pedal for a piano or organ has a possibility too - I do not know how they attach, though.

well yes...the end is threaded but not with hose threads and is only about 3/8" big. i googled hose sprayers and did not find one like it. and i dont think it was a drool gaurd from a drinking fountain either as its bronze and would not put the stream of water out without hitting the gaurd. with it having a patten i would think it performed some type of task. the bottom does appear to be scuffed up some as though it was used on some type of hard surface ie floor. hmmmmmmmmm

is there a patent number or just the word patent
it looks like a piano pedal to me, as suggested

Damn, I did it again. Thought this was a new post and was going to put in my two bits. Well, for anyone that cares in the past or the future, ice cream scoop. Built for that really hard frozen stuff that otherwise takes dyanmite to budge.
