The outside is hard but the white rock/substance that the rock seems to be forming over is soft

It may be some deep sea limestone (white rock) with interspersed chert nodules. The chert would definitely weather much more slowly as it is silica versus the calcium carbonate of the limestone which weathers much more quickly. The chert is formed of tiny microfossils and makes an excellent substitute for flint when making fires. Good find! :)

I found it in my backyard not even 2 ft. deep
 

Reminds me of some of the fossiliferous limestone I found in Florida.
