Horny Thing ?

I'm not sure if this was somthing some one was making and they never finished it ? The end thats covered with material has a solid piece of wood under it . There is a short piece of brass chain on the other end . What are those big oval holes for ? What is this ?

My thought at first too, or maybe a chime. But, I couldn't find anything like it searching 'around' music.
I believe your pic Shaun, is of an abeng. African word for conch shell - I guess they sound the same.
