how do i become a sub-contractor?

so me and a friend want to do some metal detecting in the treasures coast area..how do you become a sub-contractor?who do you contact? we don't have deep pockets but we do have the essentials and the drive to search. any help would be appreciated. thanks in advance...take care everyone!!
