I know it's a whistle, but I can't figure out the style/age of it

I found this whistle last week and I was able to clean it up as best I could. I've been trying to do some research and can't seem to figure out what exact style this is and how old it may be. I don't know what the picture means, i think its the japanese flag and the us flag crossing each other...It does say made in japan and the e in made is backwards. Plus there is two stars towards the back of it. I know trade between us was big in the 60's, but it seems older than that..any help is appreciated.

I would guess older as well. I'd say the whistle is 1900 to 1930. You might want to contact www.whistlemuseum.com to see what they say.

I agree with the type of whistle...
I might believe it could be early 1900's...if one item on the piece showed baseball anything...first American- Japanese game was in 1905 or so...maybe earlier...
made in japan was reserved for export items...not for internal market...

yea, I mean this piece looks pretty old. And the area I found it dates back to the early 1900's. I would just assume if it was made after WWII, then there would be a lot of examples of this type of whistle. But as of now this is the only one I have seen.

As its a pewter, I think its probably pre-WWI, & most likely about 1880s

Looking at the pics again...even though i think the picture on the whistle is the Japanese and us flag crossing each other, is there a chance it could actually be the Japanese and Russian flag?
