I was going thru my change this evening and found this 1990 penny. Not sure what to call it. If its not a Double die maybe someone here can tell me what is going on with it.

It's not a "doubled" die. It's split plating, which is damage.

Thank you for the quick response. I suspected it was something other than a doubled die but was not sure.
