Is this old pin military or something else?

Going through some stuff and found this old pin. Any ideas as to what it is? Military? The enamel one with the blue star and white background. As you can see by the back of it, it's old. The only thing I can find that is related is the blue star service pin. But all the examples I have seen are rectangular with a red border.

The USNR is a United States Naval Reserve lapel pin, and the Blue Star pin may be related to some kind of commemoration or event regarding the Blue Star Highway, dedicated to World War II veterans. The pin with the "GS" and eagle is a Girl Scouts of America lapel pin. Great finds, Sub 8-)

Dang it diggummup - I still have my USNR pin (got it in 1966)!
