I took some more pictures. My best guess right now is a brass stiletto hilt. The hole is not threaded. It looks cast with a clear difference of back and front.

Ornate but crudely ornate. I wonder if it's not part of a skewer. It would explain the oval shape of the hole.

Maybe the handle of a letter opener they make some pretty unique letter openers, maybe it was styled to look like a miniature sword.
