Keystone Kid?

[chrico111000]

Was able to get out for about an hour the other day and I found this. I didn't do much research on it and was hoping someone could tell me where it came from or what it is. Any help would be greatly appreciated. Thanks!

I wonder if it was some sort of award given to a kid for attending a function/completing a challenge or something like that. No idea really.
