Lantern top?

Listing all my junk today....This looks like the top to a lantern? 2.5 inch diameter, thick metal very rusty, has a ring at top, and a brass oval washer in bottom. Any ideas?

Sky Pirate, IMO it looks like the bell from an alarm clock. The oval part would have made the hammer strike the bell when in motion

How do you explain the ring on top?

I've seen rings like that on stuffed animals..Wind it up and it would play some music of sorts. HH
