Late 1700s early 1800s inkwell

Here is an inkwell that I bought at a glass show a while back. It is ribbed, full of bubbles, has an un level base and top, also has an open pontil scar. I do not know very much about it and would love some info. on it about the value, rarity, and correct circa. Thanks for looking.
