lead finial or carved bullet?

this was in my junk pocket from yesterday, thought it was just a impact bullet........maybe more?​

very cool and interesting.I have to lean towards finial....just dont see the idea behind the carving.Heck...I HAVE NO IDEA...but I like it

If it is carved,you should be able to make out shaved marks or lines on it. It does look allot like a finial.
