🔎 UNIDENTIFIED Carved Wood Plaque From England For Person Id

Just watched an interesting program on Fredrick Douglas, which reminded me of a plaque I bought from England many years ago.
The carving is on heavy solid wood and finely done, I do not know of whom it is. Four compare pictures attached.
Hoping someone may know who the person is in the carving. All opinions, thoughts & leads welcome.

Some of his works are signed - but others I didn't see his name - so they may a contemporary.

Appreciate the lead invent4hir and following up on it I see Mr Ramirez is in Bolivia. I recall the seller said this was done in England.
This is one of those that is just about impossible and chances are very good the artist and person carved will never be known..
