My first impression is that it is a CW Dog tag. They improvised back then. Wonderful and historic find.

It has all the elements expected of a Masonic 'jewel'... the Knights Templar cross with a sword on the lower arm, the garter enclosing a skull and crossbones (a reminder of mortality), and the legend "In hoc signo vinces" (in this sign thou shalt conquer"). That's the official motto of the Knights Templar in the American York Rite of Freemasonry. Here's a similar one:
