That's my guess. Does anybody know for sure. It's gilted. It doesn't stand up.

It reminds me of a heater thing my dad had to warm his hands while hunting. It had another piece that slid inside it. Just a guess.

Its not a match safe but I think hes refering to the metal cover type that slipped over a paper matchbook or the type that slides over a small wooden matchbox. http://www.detroitmasonic.com/souvenirs.htm

The two holes on the edge dont make sense.

The only other time I have seen the letter S punched like that,
has been on the top of a salt shaker :icon_scratch:

does look odd.
but it could nail on wall, to hold old wood matches. could have had a lid also.
maybe a school or scout project?
