🔎 UNIDENTIFIED Medallion - USPS, Airline maybe?

I found this small gold filled medallion inside a copy of the New Testament. I believe it was being used as a page marker. The logo looks very familiar to me, but I can’t seem to place it. Does anyone recognize it? It’s an eagle with lines logo and the word’s “Presidents Council”. Marked 10k GF on the back and is a little smaller than a (US) Quarter. Thanks very much

I had the same inclination, yet I cannot find any record of a prior logo like this online.
