melted rock with inclusions

i found this strange melted rock during roadconstructions, it has a craqele patern filled with melt as do the holes. and it has inclusions see third photo.

am i seeing things or is this rock realy melted?

what is strange is that the holes and cracks are filled with a black/grey melt layer. and it is a rock from a glacial area not out of a river.

well, a glacier would weather it also.
