Hi Amber, looks like a lead weight to balance a wheel

Yup, Excel is the company who made the weight, and the 3 means 3 ounces. They're used almost exclusively on steel wheels and clip onto the edge of the rim. If you hunt along roadways, curb strips, or driveways, you'll find a lot of them.
