✅ SOLVED Military or Civilian Button?

Hey all, I found this 4 to 6 inches deep at a local park. I thought I had something real nice until I cleaned it up and the dirt came out of the holes. I'm guessing it's stamped metal. Haven't been able to find much about it on the inner web. Now I'm coming to the experts. Thank you much in advance.

Looks like a Great Seal. Either a cuff button or it came from a hat band and the back is missing. Either way it has been converted to a regular sew on button by drilling the two holes in it.

Thank you Mr. fyrffytr1 for solving this for me. It makes sense about the drilling of the holes as to why I could not find any picures of buttons with holes. Seems to be a better find than I thought. Much appreciated.
