found this coin the reverse has a swirl pattern. not sure if the mint did this or if someone did it . Any ideas to who made it or its value?

The obverse is environmental - his home photography has half the cent in sunlight and the other half in the shadow. Otherwise, the obverse is fine for a '71 cent.
