While minor shifts are easily found in circulation, major displacements are more rare and thus more valuable to collectors. A shifted overprint will fetch $50 to $100 over face value IMO, depending on the grade (VF to Unc). A shifted overprint appearing on a star note, such as your 1935-E Silver Cert. would be even more valuable; again, IMO. If you list it for sale, you might consider using either the phrase Shifted Overprint or Misaligned Overprint.
