I had the same problem logging in. Through other posts, I have located the newest working username and password:

Username: proquest
password: welcome


As of July 2, 2009 the above info will access the maps. You must first click on "Browse Maps" which will take you to another page requesting the above UN and PW.

The Library of Congress lost the copyright battle with Proquest so there are very few, if any maps there.
