Man that's weird ..looks like a freshwater spinner missing the treble hook with something tied to it.
I think that's braided line attached to a bulky snap swivel.
The stuff some folks think a fish will try to eat is funny.

It started life as a Mepps Aglia or Mepps Trophy. Probably a Trophy, but probably no way of knowing for sure at this point.

The voodoo concoction tied to it looks like an attempt at homemade pork rind.

So basically .. its a snow bird with an ugly fat tie?

Sure looks like a chain necklace with a ring in that glob of stuff.

I think someone tied some yarn on the lure to make a skirt on it, something like adding a pork rind.

After the lure was lost, a necklace got tangled up in the yarn.

Pick at the glob and brake it apart.
