Not sure if this is an antique fishing lure??

I found this item on eBay and am looking for information on it. Apparently, it has a patent date of August 12, 1861. I believe it’s some like of fishing lure or fly fishing lure. Anyone seen one of these before?? This one looks to be in the shape of a bee.

I've never seen one of these before but could it be a drag line device for draging lake / stream bottoms for something?
