Highgrade. You are bang on. If a pinpointer won't beep, then the sample does not have much metal. However, it still may not be silver as iron, nickel, cobalt, copper, gold, platinum and bismuth (all of which can be associated with silver) can set off the detector, so further inspection is required. But to make your point, if I don't get a beep, it does not leave the tailings pile...
