[SOLVED] Need help IDing an image on a badge

I found this tin Sheriff's badge a few days ago and the image on it has me puzzled. I've never seen anything like it before and why is it on a toy Sheriff's badge??

Anyone have a clue? I sure don't.

Thanks in advance...

Maybe the image on the toy badge is due to fact it's from Japan

Added: Just spotted some made in Hong Kong so the origin doesn't appear to have anything to do with the image

Great info IronSpike!! Thanks a bunch.

Mine isn't stamped Hong Kong or anything else for that matter but it obviously the same one.

I'm gonna leave this in "unsolved" status for tonight because someone might be able to explain the image.

A horse watching two ladies doing the hulu on an Sheriff's badge. What's so strange about that?
