Had 50 mins to spare on lunch break so hit this new place to feel it out . Got this item not sure if a grommet or something else, says made in Japan on back. This tiny shoe buckle too. The rain started to get steady toward the end so I wrapped it up.

Looks old. Kinda reminds me of a car part like a valve spring keeper ? Some reason im seeing a bigger washer like a shock mount but its to small
