Nickel plated item

Hi there this is my first what is it item it’s nickel plated brass about 7 inch long the bulb at the top has been hand stamped . There is no way of filling it from the top the screw in nozzle has a hole through it . No sign of anything inside .possible to fit a rubber tube on the end .i don’t think it’s an oiler as the bulb would be rubber . I have filled with water it will not run out due to the vacuum in the bulb ????

Sounds like it's either medical or mechanical related? :icon_scratch:
But without a pic for reference, all that comes to mind is a clown nose.
