A "decorative stud" from a belt or clothing. It looks like it would most likely have been attached to cloth because it would be hard to pierce leather unless there was premade holes/slots for the bend over attachable arrow like pieces.

Come on Rick,, It's a round thing with arrows pointing right, Or you point them up, or down of left.

Other than that, it looks like one of those things they put on the legs of furniture to protect from scratching the floor, or snagging the carpet.
