On initial glance I thought of the WWII meat tokens used in the US. I thought possibly a damaged die for stamping the “1” in the center. The thought quickly passed. I’d say it isn’t that.
I included a photo of such a token just to clarify. Good luck with getting a good ID on it.👍🏼

More info on this item. It is not brass. My bad. It is either lead or pewter. It reads a solid 29 on my legend. Maybe someone with a legend can give me a heads up on lead or pewter Id #’s. The round part with the one on it is 12.5mm in diameter.
