Piece of jewelery or buckle??? Breezy or anyone?

Guess it's a piece of jewelry, buckle or what is some sort of metal that didn't tarnish after being in the ground for aprox. 130 years. Appears to be iron studs sticking up, wonder if they held something or? With that center bar am wondering if a buckle of some sort. Anyone with ideas please post.
