That style ring is called wire wrap and is still used in handmade jewlery. Its very common at flea markets and places like that. Given the high levels of salt can rapidly age metal and the ring may be only a few years old but could also be fairly old. I'd recommend having a local jeweler take a look at it.

Sorry forgot to even mention the stone in my post but I believe it is Agate. It comes in several color variations and the white and green is one of them.
