Aren't those for boat oars ?

Boat oars I think are hinged, but I might be wrong. I am not sure what they are.

they appear to be oar locks

Look small for oar locks. Also the bottoms don't look right to me to be oar locks. Not sure what they are?

perhaps other tools in the shed could relate to those not-so-oar locks....

They are in fact oar locks. Unable to post link but just goggle image oar locks.

Look to be different size indicating a inline tool.

While I haven't seen them in person yet it's my impression that they are much too small to be oar locks. It looks to me that the open part is about the size of an average finger. I will find out for sure.
