He found this near where a blacksmith shop was on a trading path. Looks to me like some metal pulled through and fastened for something.w

Kind of reminds me of a vintage oil filter wrench/strap. Not saying that is what it is, just reminds me of one.

The smart people should be around soon enough to give you some ideas what it is or could be.
