Powder flask meter/spout?

Found this at a site where I've found powder flask parts before. This one is in pretty rough shape so I was hoping someone could confirm if and what kind of powder flask this might have been off.

Threaded on the right side, slight taper on the left. Stinkin lincoln for scale.

I found its twin a few weeks ago. They were tops to shot bags/flasks. Those "bars" were to let a lever sit in to close the flask/bag when you didn't want the shot to come out. Thanks to all the tnetters here who helped me ID it. IMG_2770.JPG This is mine. I think it's identical to yours.
