Pulley thing?

This one measures about 3/4 inch tall and 1/2 inch long. Any details would be much appreciated.

I think that is a pin-type connector off of the end of a turnbuckle.

is it brass?
Looks like part of the handle assemble for a brass ball valve shutoff
the two holes are for where the nut and bolt secure the handle

It would be called a clevis. There are many applications.
