RTR, what you need on top of your steel I beams is Spancete slabs, to hold up the concrete poured top of that.

But those tubes might work under ground with T shaped pieces to make a horizontal ladder shaped structure. In that case I'd want four entry/.exits, one on each corner, and possibly more means of egress.

Go dig up a big ol concrete septic tank.
Sanitize it.
Epoxy coat it.. Optional but recommended.
I made a great storm shelter from one for just my time of digging it up.
