Round disk belt buckle?

[Kmatch7]

There is a small hole in middle. Looks like the hole might of held something and was a backdrop. Loop and small part coming out across from loop on back any ideas?

[ANTIQUARIAN]

It reminds me of a horse rosette, with the attachment loop broken off the back.
