Scraper?

i was told this was a scraper but what is it made of?
we have quartz,granite and clay here in middle Ga. i have found arrowheads and a little flint here and there so far but nothing that resembles this material. all of our arrowheads and flint are red and white colored.nothing black

dos look worked on ,and is possibly hornstone flint quit a bit of it in Ky.and Tenn. Ga. would not surprise me for it to be there.
